Twelve thousand reaches competition on some chassis
At this level a full competition-goal plan becomes achievable on the cheaper platforms: everything through phase 2, plus the phase 3 supporting parts and the phase 4 safety equipment and spares kit. On the heavier or more expensive chassis it covers a very complete street build with the start of phase 3.
What phase 4 actually is, and why it is not a cage first
Competition changes what a build is optimised for. It stops being about the best single run and starts being about completing every run of a long day, on a judged line, with twenty minutes between heats to fix whatever just broke. That is why the spares kit is in the same phase as the cage.
A welded multi-point cage to a series specification is $2,000 to $6,000, which is a large share of this budget. Check your rulebook before committing to it - requirements vary by organiser and by level, and a bolt-in bar at $400 to $1,200 plus a correctly mounted harness satisfies most grassroots technical inspections.
Where power fits
If you are adding power at this level, the order inside phase 3 is clutch, then fuel, then air and tune, then drivetrain and cooling - because that is the order things fail in. Buy the clutch for your target power rather than your current power; the gearbox coming out twice is a weekend you did not need to spend.

Does that include the car?
On 5 chassis, yes - car and parts both inside $12,000, using the bottom of the used price range. Everywhere else the car is on top.
What about running costs?
Those are separate and they are the number people miss. A season of six events costs roughly $2,112–$6,426 in tires, fluids, pads, fuel and entry fees. In a documented year-one drift budget, consumables and entry fees were about a fifth of total spend.
What should I spend $12,000 on first?
Phase 0 and the differential, in that order, whatever your total is. Fluids, cooling, brakes, bushings and steering wear are the cheapest money in the plan and they protect everything after them. Then a locked diff, a seat, a helmet, a mounted extinguisher and as many cheap rear tires as you can carry.
